Overview:

Anti-doping – failure to provide a urine sample – defendant refused to provide sample in out of competition test – admitted violation – defendant stated had not been boxing for over a year and thought he did not have to provide sample – registration expired – discussion of issue of retirement and recent cases re retirement and refusal to provide a sample – defendant “taking a break” from boxing and thought he may return at some stage – defendant never formally retired and still eligible for drug testing – defendant made no attempt to determine his obligations and could not show no significant fault – 2 years’ ineligibility imposed.
